The Greek institute is an active, not for profit, organisation that is actively promotes the entrepreneurship for everyone and the equal business opportunities. Under this vision, it aims to develop a digital tool that allows the dissemination of funding opportunities in the European ecosystem and enforce the accessibility to it for any kind of organisation independently of the size or location in Europe. Accomplishing fifteen years of experience and working closely with the SMEs and start-ups, the institute identified the main barriers for these organisations to enter the EU funding opportunities. These barriers are in conflict with the EU vision of dissemination of opportunities and a fair market. As a research shows, limited participation of SMEs in financial frameworks is due to reasons such as, a complex structure of the frameworks, resources restriction for drafting successful proposals and limited access to complementary financial resources when needed.
The above facts demonstrate the need for developing an innovative platform that will assist SMEs in finding relevant funding opportunities within the EU financial frameworks. Moreover, helping them to create successful consortia for participating in the various European programmes. This platform also aims to educate and support any size and kind of organisation that wishes to promote innovation through the EU funds. It is evident that besides the financial gains that such a platform would offer to investors, it would create spill over effects to European economy by providing SMEs the financial tools to invest further in R&D and boost competitiveness in international markets.
For the mentioned objectives the Greek organization is looking an IT company dealing with AI/Machine learning that could collaborate for the development of a platform that automates the process of matching the available EU funding calls with the needs of the registered organisations. The platform will have three main features elements. Text recognition for the automated allocation of keywords to the published calls and the relevant interests defined by the users. A matching algorithm that will recommend the most suitable funding opportunities. Last, a profiling mechanism identifying a userís interest based on the behaviour on the platform that will also allow recommending the most suitable EU calls.
The partner will provide its AI/Machine learning expertise. The rest of integration could be implemented by the Greek organization. A current version of the tool is built in PHP 7 (a general-purpose scripting language especially suited to web development) and uses bootstrap framework. The database is MySQL (an open-source relational database management system). The partner should ensure that any integration will be suitable with the existing tool.
